AMURE update: Pause in negotiations with AMURE
海角社区 Human Resources has asked Research and International Relations to relay updates on the University鈥檚 negotiations with AMURE, the union representing research associates and assistants.

Pause in negotiations with AMURE
At the December 11 bargaining session, two representatives from the research community at 海角社区, Dr Marianna Newkirk, Associate Dean (Research), Montreal General Hospital Site, and Peter Grutter, Associate Dean, Research & Graduate Education Research (Faculty of Science) made a presentation on the status of research funding at 海角社区. The presentation was followed by a Q&A session during which Dr. Newkirk and Mr. Grutter answered questions asked by union representatives.
At the November 28 bargaining session, both parties agreed to articles related to parental leave. However, on December 5, a motion was put forward to the 海角社区 senate proposing changes to the three sets of regulations on maternity, parental and extended parental leave for academic staff; these changes were approved by senate.聽 This new policy requires approval by the board of governors.
As AMURE was not consulted or aware of these proposed changes, the union was concerned that the parental leave articles agreed to on November 28th did not reflect the proposed changes to parental leave. In addition the union sought clarification as to what policies and regulations may currently be under review by 海角社区, as changes to such policies away from the bargaining table may undermine the trust built between the two parties.
At the suggestion of the conciliator, a union bargaining committee member and a university spokesperson were mandated by their respective negotiation committees to seek clarifications from appropriate sources and to inquire whether other similar policies were currently under review. The union proposed to postpone negotiations on benefits, pension and vacation until these policies and regulations on parental leaves have been reviewed and that a statement of policies under review is shared with the union.
Depending on the information obtained, the union indicated it may want to reopen discussions on the agreed parental leaves clauses that both parties signed on November 28.
The committee members charged with seeking clarifications will report to the committees at the next meeting in the presence of the conciliator, on January 14, 2013.

Lors de la rencontre du 11 d茅cembre, deux repr茅sentants de la communaut茅 de recherche de 海角社区 鈥 Dr Marianna Newkirk, doyenne associ茅e (recherche) au site de l鈥橦么pital g茅n茅ral de Montr茅al, et Peter Grutter, doyen associ茅, (Graduate Education Research 脿 la facult茅 des Sciences) ont pr茅sent茅 le statut du financement de la recherche 脿 l鈥橴niversit茅 海角社区.聽 Suite 脿 la pr茅sentation, la Dr Newkirk et M. Grutter ont r茅pondu aux questions des repr茅sentants syndicaux.
Lors de la s茅ance de n茅gociation du 28 novembre, les parties se sont entendues sur l鈥檃rticle concernant les cong茅s parentaux.聽 Cependant, une proposition a 茅t茅 d茅pos茅e au s茅nat le 5 d茅cembre, sugg茅rant des changements aux trois r猫glements sur les cong茅s de maternit茅, les cong茅s parentaux et les prolongations de cong茅s parentaux pour le personnel enseignant; ces changements ont 茅t茅 approuv茅s par le s茅nat.聽 Cette nouvelle politique n茅cessite l鈥檃pprobation du conseil des gouverneurs.
Comme le syndicat n鈥檃 pas 茅t茅 consult茅 et n鈥櫭﹖ait pas au courant des changements propos茅s, celui-ci s鈥檈st dit pr茅occup茅 que les cong茅s parentaux convenus par les parties lors de la s茅ance du 28 novembre ne refl茅taient pas les changements propos茅s au sujet des cong茅s parentaux. De plus, le syndicat a demand茅 une clarification 脿 savoir s鈥檌l y a des politiques et des r猫glements faisant l鈥檕bjet de r茅visions par 海角社区, car si des changements 茅taient effectu茅s hors de la table de n茅gociation, ceci pourrait entraver la confiance 茅tablie entre les parties.
脌 la suggestion de la conciliatrice, un membre du comit茅 de n茅gociation ainsi qu鈥檜n porte-parole de l鈥檜niversit茅 ont 茅t茅 mandat茅s par leur comit茅 de n茅gociation respectif pour obtenir des clarifications aupr猫s des sources appropri茅es et pour demander si d鈥檃utres politiques semblables 茅taient en cours de r茅vision.聽 Le syndicat a propos茅 de reporter les n茅gociations sur les avantages sociaux, le r茅gime de retraite et les vacances jusqu鈥檃u moment o霉 les politiques et r猫glements sur les cong茅s parentaux aient 茅t茅 r茅vis茅s et qu鈥檜n 茅nonc茅 quant aux politiques en cours de r茅vision ait 茅t茅 partag茅 avec le syndicat.
Selon les informations qui pourraient 锚tre re莽ues, le syndicat a indiqu茅 qu鈥檌l pourrait vouloir rouvrir les discussions au sujet des cong茅s parentaux, ces clauses ayant 茅t茅 ratifi茅es le 28 novembre dernier.
Les deux personnes charg茅es d鈥檕btenir des clarifications feront 茅tat des r茅sultats de leurs consultations aux membres des deux comit茅s de n茅gociation le 14 janvier 2013, en pr茅sence de la conciliatrice.
